Specification control before the request is accepted
The single highest-value step in merchandise procurement is refusing to proceed without a written specification. A specification does not need to be long; it needs to be unambiguous on the parameters that change the price and the outcome. Name the material and its grade rather than a category. Name the decoration method and the number of colours rather than saying branded. Name the quantity split between sizes or recipients. Name the delivery location and the date. Name the packaging. Everything else can be negotiated in the offer stage; these parameters cannot, because by the time they are settled the production slot is gone. In practice a competent specification reduces the number of supplier questions from roughly a dozen to three or four, and the three that remain are the ones where the buyer genuinely has a choice.
